Implementation Plan
Integration between Paylink and Bud, a TransUnion partner
The integration between Paylink’s Embark platform and our Open Banking services is designed to be seamless, secure, and scalable. These services will be embedded into Embark via RESTful APIs, allowing end clients to access Open Banking capabilities directly through the platform. TransUnion’s integration team will provide dedicated support throughout the API setup process. Typically, the integration can be completed within approximately 4 weeks.
Also, we have easy-to-use guides available for the Paylink teams covering manual review and support. In addition, we have dedicated Open Banking consultants who can provide training, train-the-trainer sessions, and ongoing support throughout onboarding and post-live. Our Integration team is also on hand to assist with technical setup and ensure a smooth process.
About Agent Registration
Based on our previous discussions and the current setup, we anticipate that only Paylink will need to complete Agent Registration at this stage (not the end client), as outlined below.
Should the scope evolve, TransUnion will collaborate closely with Paylink and its end users to ensure the appropriate setup is achieved and maintained.
Under FCA regulations, if Open Banking data is presented back to end customers by a solution provider that is not itself FCA-authorised Open Banking License holder, the solution provider will need to be authorised by the Financial Conduct Authority (FCA) as an Account Information Services Provider (AISP) or become an agent of an existing AISP.
As Embark is customer-facing and Open Banking data is shared directly with end customers, Paylink will need to register as an agent of Bud. Bud’s dedicated compliance team will manage the entire agent registration process, including submitting the necessary documentation to the FCA. This means Paylink will not need to engage with the FCA directly.
While the standard lead time for agent registration is around 12 weeks, we have seen cases where it has been completed more quickly.
If Paylink’s end clients also present Open Banking data directly to their customers, they may also need to undergo agent registration. However, under Paylink’s current reseller model, where Open Banking data is accessed on behalf of the end clients and presented to customers by Paylink, agent registration is not required.
Should there be any changes to how data is handled or how customers are engaged, a further assessment may be necessary to determine whether agent registration becomes applicable.
Onboarding new clients for Paylink
Since Paylink’s end clients will be integrating directly with Embark to access our APIs, we do not need to be involved in the onboarding process. Paylink will retain full control over onboarding its end clients. If co-branded journeys or logo configurations are required for end clients, these can typically be completed within 2–3 business days.
If a dashboard is required, it can be set up within 10 business days, provided the configuration template form is completed.
Reporting Process
We will provide monthly MI reports to track the performance of the solution. These reports will include the following key metrics:
Volume/Usage
Volume per day
Number of
Success cases
Failure cases
Success Rate
Reasons of failure
Connection conversion rate
Average connect time it takes
No of call per providers
As part of the standard integration, we can provide reporting on total usage from Paylink. If Paylink requires visibility into usage at the individual end-client level, it is possible to configure unique identifiers for each client. This can be achieved by Paylink assigning separate organisation IDs when authenticating to our APIs, allowing us to distinguish usage per end client.
Contractual Arrangement – Onboarding new end clients
TransUnion will provide a Marketing & Communications (M&C) Agency Agreement to support efficient client onboarding for Paylink. This standardised contract will include all relevant terms, streamlining the process for new clients. As part of the onboarding pack, Paylink will issue the end-user agreement, which will be signed by both the end user and TransUnion.
